Assam Government Permits Round-the-Clock Business Activities in Key Urban Areas

In a significant policy shift, the Assam government has announced that all business establishments and shops in Guwahati, Dibrugarh, and Silchar will be allowed to operate 24 hours a day, as declared by Chief Minister Himanta Biswa Sarma on Thursday.

This decision, which received approval during a cabinet meeting, is expected to enhance economic activity in these key urban centers. During a press conference following the meeting, CM Sarma clarified that while businesses in these three cities can remain open continuously, liquor stores will not be included in this provision. In other regions of Assam, shops will be permitted to operate until 2 a.m., while those in rural areas must close by 11 p.m. He also emphasized that employee shifts will be limited to a maximum of nine hours, and businesses opting for the 24-hour operation must implement a three-shift system.

Highlighting the economic benefits of this initiative, CM Sarma pointed out that extended operating hours would aid small businesses in growth and create more job opportunities through additional shifts. This initiative is seen as a step towards economic liberalization and improving the business environment in the state.

Additionally, the Assam government has consented to issue permanent residency certificates (PRCs) to members of the Moran community residing in Arunachal Pradesh, contingent upon their application. Currently, the Arunachal Pradesh government does not provide PRCs, which has resulted in difficulties for the community. This decision followed a memorandum submitted by a Moran delegation seeking assistance on this matter.

Furthermore, the cabinet has approved a budget of Rs 262 crore aimed at enhancing road infrastructure in tea garden areas, which is intended to improve connectivity and development in these regions. Moreover, the state government plans to commemorate the birth centenary of the late Chief Minister Golap Borbora, who was the first non-Congress chief minister of Assam. The government has also removed the age limit for National Health Mission (NHM) personnel applying for permanent positions within the Health Department, thereby enhancing career prospects for employees in the mission. In another significant decision, the Assam government has resolved to create the position of headmaster in elementary schools that have 50 or more students. This initiative is expected to elevate the standard of primary education in the state.
